Market sources in China revealed to SSESSMENTS.COM that China Chlor-Alkali Industry Association plans to initiate an anti-dumping (ADD) and countervailing duty (CVD) petitions against import PVC from the U.S. An anti-dumping investigation application was formally submitted by several companies, such as Yibin Tianyuan, Xinjiang Zhongtai, Xinjiang Tianye, Shaanxi Beiyuan, and Tianjin Dagu. Other companies, including Inner Mongolia Junzheng, Ordos Dianzhi, Hongda Xingye, Zhongyan Gulantai, Shaanxi Jintai, Tangshan Sanyou, Ningxia Jinxianyuan will be administrative support units.
This petition proposes the scope of the merchandise covered by ADD investigation as polyvinyl chloride (PVC). “The probe will be conducted from June 2020 and is expected to be completed in one year. This will allow our government to take remedial action against PVC imports, which are causing a threat of material injury to the domestic industry,” one of the producers added.
China is in the middle of a discussion in re-imposing anti-dumping duties (ADD) on US PVC cargoes. Previously, the Chinese government has stopped levying anti-dumping tariffs on imports of polyvinyl chloride (PVC) from the U.S, South Korea, Japan, and Taiwan from October 30, 2019.
