India’s Ministry of Commerce and Industry has initiated a Bilateral Safeguard Investigation on imports of PVC suspension grade resin from Japan. The investigation is based on a petition submitted by local producers DCW Ltd., DCM Shriram Ltd., and Chemplast Cuddalore Vinyls Ltd., under India-Japan Economic Partnership Agreement Rules, 2017.
The petitioning companies, which accounted for 25% of domestic production, argued that following a tariff reduction in 2011, imports of PVC suspension grade resin from Japan had gradually increased and caused serious injury to the domestic industry. The injuries include declining profits, cash profits, profits before interest, and return of investments. The investigation covers a period from April 2016 to March 2020.
