Based on requests submitted by four domestic producers on April 26, an anti-dumping investigation launched by The Ministry of Industry and Trade (MoIT) on Monday. It is to investigate Biaxial Oriented Polypropylene (BOPP) film coming from Malaysia, Thailand, and China.
The petitions submitted by Youl Chon Vina Plastic JSC and Hưng Nghiệp Formosa Ltd Company. Both firms claim that BOPP film products from the three countries were being dumped in the Vietnamese market. This causes significant damage to Vietnam's production industry of BOPP film.
Youl Chon Vina Plastic JSC and Hưng Nghiệp Formosa Ltd Company proposed to apply an anti-dumping tax on investigated goods of 15.12 percent, 20.35 percent, and 20.22 percent for imported goods from Malaysia, Thailand, and China, respectively.
To collect information, the Ministry of Industry and Trade will send the questionnaires to related parties after initiating the investigation. To prevent significant damage to the industry, temporary anti-dumping measures can be applied by the ministry, if necessary.
Prior to the application of temporary anti-dumping duties, the ministry may apply anti-dumping duties retroactive for goods subject to tax within 90 days.
This is the third time this year Vietnam initiated an anti-dumping investigation. Some wood fiber products and other wood-based materials originating from Thailand and Malaysia and aluminum products from China were subject to the previous temporary anti-dumping duties announced by MoIT.
