AlwaysFree: China’s Xinhai Group To Expand Refining Capacity

A spokeswoman from China’s private refiner Xinhai Group on Friday said that the company would expand its crude processing capacity by more than 100% by the end of 2021. Such a project would make Xinhai the largest oil refiner in northern China’s Hebei province. Xinhai will add an additional refining capacity of 160,000 bpd on top of its existing 120,000 bpd complex in the city of Cangzhou in Hebei.

Xinhai was granted its first crude oil import quotas in 2017. For this year, it received a quota to import 3.72 million tons of crude oil. The spokeswoman did not disclose whether the company would seek more import allocations after 2021 when the new capacity would be operational. China aims at raising the import quota for non-state refineries for 2021 by 20% year-on-year.
