CITGO said that its Lake Charles refinery in southwest Louisiana would likely restart operations in late-October after a direct hit by Hurricane Laura.
CITGO has finished the preliminary evaluation and found that the overall refinery fared well. However, it has sustained significant damage to most of the cooling towers, minor damage to non-critical tanks, and a significant amount of miscellaneous non-critical repairs.
A phased restart is very likely as the repairing of the cooling towers and obtaining reliable electrical power from the utility grid are critical to restarting the facility. All units are estimated to be back in service by mid to late October.
