According to TASS, Russia's state-owned news agency article published on October 24, 2022, high budget expenses in 2023-2025 enables honoring all social commitments of the government without macro-stability disruption, Russian Finance Minister Anton Siluanov said in an interview with RBC.

"The budget expenses level overall is kept at the level slightly above 29 trillion rubles ($470.4 bln) in each of 2023-2025. This is the level of the current year where expenses are above the normal figure. We will spend all oil and gas revenues and will still have the budget deficit. Keeping the high level of expenses for the next three years makes it possible to accommodate both new priorities and prior decisions and honor all social commitments, without the disruption of macro-stability," Siluanov said.

The base of expenses is fairly high for 2023, the Minister said. "Let’s take a look at the pre-pandemic year of 2019. Expenses totaled 18 trillion rubles ($292 bln) at that time," Siluanov noted.
