- The focus will be on the domestic market, Anton Siluanov said
According to TASS, Russia's state-owned news agency article published on October 24, 2022, the Russian Finance Ministry plans to borrow in rubles on the internal market in 2023, Minister Anton Siluanov said in an interview with RBC.
"We tried to be present on international markets in prior years. It is not planned to enter Western markets next year. The focus will be on the domestic market. The draft budget law provides an opportunity for borrowing on the international market but it is obvious we will have to rely on the domestic market. We are already probing into capabilities of investors now, looking at their preferences as regards the term and yields of debt instruments. We will look for mutually acceptable tradeoffs between the issuer and the investor," the Minister said.
The Ministry will return to this issue in six months, Siluanov said. "Yes, we plan to borrow in rubles. Although everything is changing quickly now, we will revert to this matter in six months," he added.
